尊敬的海（境）外人才，有关企业和组织：
Overseas talents and those from Hong Kong， Macau and Taiwan，
中国·南宁海（境）外人才创新创业大赛于2018年设立，通过初选、海内外预赛、南宁决赛和项目对接等环节，吸引全球高层次海（境）外人才来南宁创新创业。大赛为人才和项目落户南宁提供项目资助、产业对接、融资对接、离岸孵化等“一条龙”服务，为推荐参赛的组织和机构提供奖金。大赛已成功举办了三届，共组织来自全球30余个国家和地区的1200余名人才携项目参赛，142个项目晋级决赛，其中20多个获奖项目在南宁注册企业落地发展。
Nanning International Elite Innovation and Entrepreneurship Competition （hereinafter referred to as the Competition）， first launched in 2018， aims to attract international talents （including those from Hong Kong， Macau and Taiwan） to make innovation and start up business in Nanning． Through projects screening， preliminaries both at home and abroad， final in Nanning and projects matchmaking， the winners who decide to launch the project in Nanning will have a chance of being funded a maximum of 10 million yuan． Apart from this， all－in－one service including funding support， matchmaking and offshore incubation is available for those who want to start up business and work in Nanning． Rewards are also granted to the recommending organizations／agencies． In the past 3 years， we have attracted the participation of 1200＋ talents from over 30 countries and regions across the world． 152 projects went to the finals and 20＋ winning projects were launched in Nanning．
为进一步推动人才创新创业与南宁市高质量发展，2021年计划举办“2021年第四届中国·南宁海（境）外人才创新创业大赛”，现将大赛有关安排通知如下：
In order to further promote innovation and entrepreneurship， and high－quality development of Nanning， we would like to invite you to participate in the 2021 Nanning International Elite Innovation and Entrepreneurship Competition． Details of the competition are as follows：

参赛条件
Eligibility
（一）人才团队或企业核心成员（含股东、高管、核心技术成员等）中至少应有一名成员具有海（境）外（含港澳台地区）学习或工作经历一年以上（含），拥有市场前景广阔的创新性技术、成果或产品，意向在南宁创业，将技术、成果或产品产业化。
（二）以企业名义参赛的，南宁市外企业不限注册时间，南宁市内企业应为2020年1月1日之后新引进人才创办的企业。
（三）参赛项目已入围往届大赛决赛，或已获南宁市本级财政人才项目、科技专项或工业、农业、医疗扶持项目资助的不再作为参赛对象。
（1）At least one team member （including shareholders， senior management personnel or key technical staff） have work／study experience （one－year and above） in country／region outside China＇s Mainland （Hong Kong， Macau and Taiwan included） with promising innovative technologies， achievements or products， and is willing to start up business and commercialize the technologies， achievements or products in Nanning．
（2） There is no limitation on business registration time for the enterprise participant outside Nanning． For enterprise domiciled in Nanning， only those whose owners are introduced and set up business in Nanning after January 1 of 2020 are eligible．
（3） Those who entered the finals in the previous editions of the Competition， or whose talent， technological， industrial， agricultural and medical projects were funded by Nanning city－level government are not qualified to participate in this year’s competition with the same project．
参赛项目行业领域
Fields
（一）新一代电子信息：含集成电路、大数据、人工智能、物联网、5G、智能终端、计算机和网络通信设备、新型显示、区块链、云计算、北斗应用等；
（二）先进装备制造：含机械装备制造、智能制造、新能源汽车及核心零部件制造等；
（三）生物医药及大健康：含生物技术、制药、中医药、医疗器械、康养等；
（四）新能源新材料：含绿色能源、有色金属、石墨烯、有机无机材料、节能环保、绿色精细化工等；
（五）现代农业：含智慧农业、绿色农业、农产品精深加工、现代农业新品种引育等。
（1）New Generation of Electronic information： including integrated circuit， big data， artificial intelligence， internet of things， 5G， intelligent terminal， computer and network communication equipment，new display system， block chain， cloud computing， Beidou navigation satellite application
（2）Advanced equipment manufacturing： including machinery ＆ equipment manufacturing， intelligent manufacturing， new energy vehicle and core components manufacturing
（3） Biology， pharmaceuticals and big health： including biotechnology， pharmaceuticals， Chinese medicine and medical apparatus， regimen
（4） New energy and new materials： including green energy， nonferrous metals， graphene， organic and inorganic materials， energy conservation and environment protection， green fine chemical
（5） Modern agriculture： including intelligent agriculture， green agriculture， deep processing of agricultural products， introduction and breeding of new varieties of agricultural products
大赛安排
Competition Schedule
2021年海创大赛面向海内外广泛征集项目。在北京、深圳、南宁等3个城市设立预赛站点，决赛在南宁举办，预赛和决赛均通过“线上＋线下”方式举行。
（一）启动仪式（2021年6月25日）。
（二）项目征集（2021年6月25日至7月20日前）。面向海（境）内外开展大赛宣传推介和项目征集工作。
（三）项目对接和辅导（2021年7月5日）。组织项目辅导培训，进行项目落地预对接。
（四）项目遴选（2021年7月26日）。大赛组委会组织专家和有关单位对通过资格审查项目进行材料评审，遴选进入预赛的项目。
（五）预赛（2021年8月5日至8月15日）。在北京、深圳、南宁等3个城市设立预赛站点，通过“线上＋线下”方式举办预赛。海外参赛项目、国内疫情中高风险地区人才和不便现场参赛的项目，统一以线上路演方式参加预赛。
（六）决赛（暂定2021年9月1日）。按新一代电子信息、先进装备制造、生物医药及大健康、新能源新材料、现代农业等五个行业领域通过“线上＋线下”方式在南宁举办决赛。邀请国内处于低风险地区且持有健康码绿码的人才线下参赛，其他人才线上参赛，可根据届时新冠肺炎疫情状况另行确定。
（七）颁奖及项目对接（时间待定）。组织国内处于低风险地区且持有健康码绿码的晋级南宁决赛项目人才代表到南宁市参加颁奖仪式、项目落地对接会及相关活动。
（八）项目落地辅导跟踪。赛后保持与海外人才对接交流， 跟进对接项目落地。
The competition is open to all participants home and abroad． The preliminary round will be held in Beijing and Shenzhen and Nanning， and the final round is in Nanning． Both preliminary and final will be conducted via the hybrid form of “online＋offline”．
（1） Launch Ceremony （June 25， 2021）
（2） Project Soliciting （June 25， 2021－July 20， 2021）． The Organizing Committee will carry out qualification examination towards applicants regarding their eligibility and correctness of the materials submitted．
（3） Project matchmaking and pre－application guidance （July 5， 2021 TBC）． Pre－application guidance and matchmaking will be organized．
（4） Project Screening （July 26， 2021）． All the projects will be screened by the judging panel， some of which will enter the preliminary round afterwards．
（5） Preliminary Round （August 5－August 15， 2021）． The preliminary will be conducted both online and on site in Beijing， Shenzhen and Nanning． For those who stay in places outside the Chinese mainland ， domestic regions hit hard by the COVID－19 pandemic or those who cannot make it to either one of the 3 sites should participate in the online video link session．
（6） Final Round （September 1， 2021 TBC）． The final round will be conducted in 5 groups （i．e． new generation of electronic information， advanced manufacturing， biology＆pharmaceuticals＆big health， new energy and new materials， modern agriculture） in Nanning in the form of online＋offline． Those who stay in the low－risk regions in China＇s Mainland with green health code will participate in the offline competition， and the others will take part in the online competition． The format is subject to the pandemic control situation at the time of the competition．
（7） Award Presentation and Business Matchmaking （time to be confirmed）． Those who stay in the low－risk regions in China＇s Mainland with green health code， and enter into the final round will attend the award presentation， project matchmaking and relevant events in Nanning．
（8） Follow－up on the project launch． Keep close touch with the participants after the Competition and follow up on the project launch．
奖励政策
Awards Policy
（一）大赛奖金
Award Money
1．预赛优胜奖金：每个预赛站点设优胜奖若干项（原则上取进入预赛项目数的前20％），奖金2000元／项（含税）。
2．决赛基础奖金：设一等奖5项，基础奖金30000元／项；二等奖7项，基础奖金20000元／项；三等奖11项，基础奖金10000 元／项；优胜奖32项，基础奖金5000元／项。以上奖金均为税后金额。决赛奖金在参赛选手到南宁参加考察对接活动后发放。受新冠肺炎疫情等不可抗力影响，无法在2021年到南宁考察对接的，可在2022年适时到南宁考察对接并领取奖金。
3．落户资助奖金：晋级决赛项目落地南宁的，给予落户奖励资助。获奖项目团队必须一年之内在南宁市注册成立具有独立法人资格的企业将项目产业化，或以本项目入股方式与我市企业合作将项目落地产业化，具备基础办公运营条件后可申请兑现奖励资助。
（1）一等奖项目纳入南宁市创新创业领军人才“邕江计划”，给予保底项目资助50万元，根据“邕江计划”评审结果最高可给予1000万元资助。
（2）二、三等奖项目分别给予保底项目资助30万元、15万元。
（3）二、三等奖和优胜奖项目均可申报“邕江计划”，入选者可获50—500万元资助，具体额度以“邕江计划”评审结果为准。
1） For preliminary round： A number of participation awards will be granted （the top 20％ in the preliminary） with the award money of 2000 RMB per project （tax included）． The money will be granted after the final．
2） For final round： 5 First Prizes with the award money of 30，000 RMB per project， 7 Second Prizes with the money of 20，000 RMB per project， 11 Third Prizes with the money of 10，000 RMB per project， and 32 recognition awards with the money of 5，000 RMB per project． The award money is after tax and will be granted after the final and matchmaking in Nanning． For those who cannot make it to Nanning due to COVID－19 and other force majeure events， he／she can visit Nanning and receive the money whenever deemed appropriate in 2022．
3） For projects launched in Nanning： For those entering the final round and deciding to launch their projects in Nanning， an award will be granted． The winner should register an enterprise in Nanning within one year after the competition as an independent legal person to launch the winning project and commercialize it． Or those partnering with local enterprises by taking the project as a form of capital contribution to commercialize it can apply for this award after the basic office operating procedure is done．
a． The First Prize winners can be listed into “Yongjiang Program” （Nanning Pioneering Talents Program） and granted a minimum subsidy of 500，000 RMB． A maximum of 10 million RMB can be granted after the deliberation of “Yongjiang Program” judging panel．
b． The Second Prize and Third Prize winners can be granted a minimum of 300，000 RMB and 150，000 RMB respectively．
c． The Second Prize， Third Prize and Recognition award winners are eligible for applying for the “Yongjiang Program”， and winners can be subsidized with the amount ranging from 500，000 RMB to 5 million RMB． The exact amount is subject to the deliberation of the judging panel of the “Yongjiang Program”．
（二）其他奖励补助政策
Other Incentives
1．大赛食宿补助。通过遴选并赴现场参加预赛的项目，给予每个项目1名成员在指定酒店1天的免费食宿。晋级决赛并赴南宁参赛的项目，给予每个项目1名成员在指定酒店2天的免费食宿。受邀到南宁参加颁奖及项目对接的项目，给予每个项目1 名成员在指定酒店3天的免费食宿。
2．项目落地服务。
（1）决赛获奖项目可获得落地全程“一对一”服务，包括协助办公场地选址、工商注册登记、银行开户、税务登记、纳税申报指导等。
（2）决赛获奖项目将优先推荐给大赛合作创投机构。
（3）决赛获奖项目可获得创业培训、产业对接等服务。
1） Free food ＆accommodation： One－day food ＆ accommodation at designated hotel for one team member of those selected to enter the preliminary round and participate on site will be provided free of charge． Two－day free food ＆ accommodation at designated hotel for one team member of those selected to enter the final round and participate on site will be provided． Three－day free food ＆ accommodation at designated hotel for one team member of those invited to attend the award ceremony and business matchmaking in Nanning will be offered．
2） Launch service：
a． One－to－one dedicated service including assistance in office site selection， business registration， opening bank account， tax registration and tax declaration guidance is available for the winners in the final．
b． Winners at the final will be recommended to the venture partners of the Competition．
